| 摘 要： | 通过分析农民作为农村环境综合整治的主体,但参与热情并不高涨的原因,提出了调动农民参与积极性的几点对策：加强环境伦理意识教育,普及环境科学和环保知识;明确农民的环境权和参与权,实现农民对环境参与的制度化、法律化;健全农民利益驱动机制,满足农民的利益需求;加大对农村环境的政府投入,注重建立农民需求表达机制。

| Abstract: | The reasons why are analyzed. The ways to get ic consciousness education by farmers are not enthusiastic about the comprehensive improvement of rural environment farmers＇ further participation are put forward as： strengthening the environment and ethpopularizing knowledge of environment protection; institutionalizing and legalizing farmers＇ fights concerning environment; perfecting regulations to protect farmers＇ interest; increasing government investment in improving rural environment; and establishing channels for farmers to voice their needs. |
