| 摘 要： | 高校后勤服务经费“拨”改“付”是高校后勤社会化改革的客观要求,是当前推进高校后勤服务系统企业化运作的重要措施。同时,实施“拨”改“付”又是一项政策性很强的工作,应把握好一些基本原则,力求公平合理。
