| 摘 要： | 教育是民族振兴的基石,教育公平是构建社会主义和谐社会的必然要求。当前社会,教育的公平性受到了人们的质疑,如何编制科学合理的高校分省招生计划成为近年来社会关注的热点问题。在对分省招生计划影响因素综合分析的基础上,围绕国家生源合理分布和高校自身发展两方面需求综合考虑,构建分省招生计划二次分配模型,以为分省招生计划编制提供科学合理的依据。

| Abstract: | Education is the foundation stone of the prosperity of our nation,and educational equality is the inexorable requirement of the construction of harmonious society.However,the equality of education has been doubted by people nowadays,and how to formulate scientific and reasonable university enrollment plan has become a hot issue,that has attracted great concern of the society.Based on comprehensive analysis of the factors that affect university enrollment,this paper comprehensively considers the requirement of optimized distribution of educational resource and the development of university,proposes a secondary distribution model,and provides scientific and reasonable basis for formulation of university enrollment plan. |
