| Abstract: | This article analyses the dialectical relationship between ruling by law and ruling by virtue. The paper points out the reasons why legal construction must be integrated with moral construction in current China. It is required by Chinese socialist modernization, by the transformation of the state governance and by the socialist market economic development. Some practical suggestions are put forward. |
