| 摘 要： | 文章通过对我国中部某省省会城市、地级城市、县(市)、乡镇和村屯五级教师资源分布状况的调查,发现区域内小学教师资源在数量、质量和结构上呈现一种新的特征,即层级越低,教师相对数量越不充足、教师整体质量越低、教师结构越不合理。这种特征的形成并非偶然,外部条件为各地区学校教育资源的层级化差异,内在驱动力是教师个体的理性选择,而实现路径是各层级地区学校对教师的合理筛选。文章指出,要使区域内教师资源达到均衡配置,需要建立逆差序的利益补偿制度、构建省级统筹的教师劳动力市场和完善教师绩效评价体系等。
