| 摘 要： | 建立覆盖全社会的公共文化服务体系是繁荣社会主义文化、构建和谐社会的必然要求。我们认为，必须通过制定和建立公共文化服务管理制度，面向基层的公共文化扶持制度和自下而上的反馈表达机制等措施，才能推动襄阳公共文化服务体系建设不断完善，切实保障城乡居民均等享有文化服务的权益。
