| 摘 要： | 平衡计分卡在政府管理中的应用目前还处于探索发展阶段,回顾了平衡计分卡的由来及在非营利组织的使用,阐述了平衡计分卡的基本理念和核心思想,讨论了平衡计分卡与地方政府管理内在属性的结合点,认为地方政府管理使用平衡计分卡要考虑高层团队的支持和推进、政府人员要学会并习惯用指标衡量工作、制度和流程以及成本等实施条件.

| Abstract: | Application of balance scorecard in government management is still at the exploratory stage of development, the use of this article mainly from the origin of the Balanced Scorecard and the nonprofit organization, expounds the basic concepts and core ideas of Balanced Scorecard, discusses the combination of Balanced Scorecard and Sanmenxia local governmentmanagement of inherent attribute, but also detailed theanalysis of government management using the Balanced Scorecard to consider implementation conditions. |
