| 摘 要： | 从某种意义上说,不少涉嫌领导干部的大、要、窝、串案其起点或源头是财会腐败。要预防和遏制财会腐败,首选的思路应是强化制度建设与创新,并加强综合整治。创造不敢、不能、不必、不想进行职务性涉财犯罪的条件,使财会腐败和涉嫌领导干部的大、要、窝、串案降到最低点。

| Abstract: | The financial conniption is the starting point or the source of many serious cases.The first thinking should be to strengthen construction and innovation of system, to strengthen the synthetical administration in the meantime.Then we may create the comdition that no one commits crimes related to duties and finance and thus reduce or eliminate this kind of corrupt phenomenon. |
