| 摘 要： | 国有小企业量大面宽,经济效益低下,其改革必须加大出售的力度.出售并不是国有经济力量的削弱和国有经济竞争力下降,更不是政府管理经济职能的弱化和国有资产流失,而是诸多方面的加强.出售必须解放思想,提高认识,加大配套改革的力度,规范出售行为,把出售与结构调整,创新发展以及扶持、减负结合起来,进一步完善社会保障制度,使国有小企业的改革取得实质性突破.

| Abstract: | The small-sized state enterprises are great in number but low in economic efficienCy. The step for the reform of selling the enterprises should be quickened. Selling the enterprises doesnt mean weakening the state economy or the decline of state economic competitiveness, nor does it mean the weakening of the governments functions to manage the economy or the loss of state assets, on the contrary, it is a kind of consolidation in all the aspects. Minds should be emancipated in selling enterprises and the selling behavior should be standardized. Selling enterprises should also be combined with the structural adjustment, original development, supporting the enterprises and the lessening of the burden. The social security system should be improved so that there will be a rcal break-through in the reform of the small-sized enterprises. |
