| 摘 要： | 在分析高校突发事件应急能力评价核心要素的基础上,根据突发公共事件处置过程中信息不完备的特征,运用SMART原则构建高校突发事件应急能力评价指标体系,将粗糙集与灰色关联分析法结合起来对高校应急管理能力进行综合评价,对高校突发事件的应急管理能力进行决策评价。最后用一个算例说明此种评价方法在高校应急管理能力综合评价中的具体应用。

| Abstract: | Considering the incomplete information available in tackling public emergencies,and based on the analysis of the existing evaluation methods,we build a comprehensive evaluation system of collegiate emergency-management ability based on rough sets and gray incidence degrees evaluation model for public emergency decision-making.A numerical example is offered to illustrate the application of this comprehensive evaluation model. |
