| 摘 要： | 不平衡作为社会发展的一种状态,在社会发展进程中是不可避免和经常发生的。在我国现代化进程中,社会发展的不平衡性主要表现在社会有机体发展的不平衡和社会区域发展的不平衡上。无论是哪一种不平衡都是我国社会全面、协调发展的制约因素。它是多种因素相互作用的结果。要防止和克服社会发展的极度不平衡,必须切实贯彻和落实科学发展观,坚持社会发展普遍受益的原则,强化社会控制,以经济的和非经济的手段对社会发展的不平衡性加以经常性的调整。

| Abstract: | As a kind of state of social development,imbalance is unavoidable and frequent in the process of social development.In the process of our country's modernization,the is imbalance mainly the imbalance of the development of the social organism and the development of social area.Either of them is the restriction to the fully and harmonious development of our society. And it is the result of the mutual-function of many elements.Therefore in order to prevent and overcome the extreme imbalance of the social development,we must carry out the science development concept,keep on the principle of common benefit of social development,strengthen the social control and give frequent adjustment of the imbalance of the social development by economic and non-economic means. |
