| 摘 要： | 随着农村人口老龄化趋势的加快,农村养老需求趋于复杂化和多元化,以政府为主导、社会各方面力量共同参与成为农村养老的一大发展趋势。笔者通过对青岛市社会力量参与农村养老的现状调查显示,由于农村经济发展水平、养老观念、政策环境等因素的制约,社会力量参与农村养老整体不足。需要通过政府的政策引导,社会力量自身治理能力的提升,社会的广泛支持,从多方面促进和激发社会力量的发展及其养老作用的发挥。

| Abstract: | With the increase of aging population in the rural area,the needs for rural old-age provision are becoming more complex and diversified,and the government tends to play a leading role and all social forces tend to participate in it.Through an investigation about the participation of social forces in Qingdao,the study shows that the participation of social forces is not enough,owing to the constraints of economic development level,old-age provision idea,policy environment and other factors in the rural area.It requires the guidance of government policy,the promotion of self-management capacity of social forces and wide social support to promote and instigate the role of social forces in old-age provision. |
