| 摘 要： | 西部人才奇缺，并且还在大量流失。西部必须尽全力保护和留住人才。要努力营造崇尚科学，尊重人才的氛围，要加大对科教的投入，既要吸引人才，更要保护好人才，要严惩科教领域的腐败行为。西部必须全面改革培养人才的模式，其中包括吸取哈佛的教育方式，发挥硅谷的人文精神，学习北大，清华通过企业培养人才的经验。

| Abstract: | Talents are sorely needed in west china but they are running off.Westchina has to try the best to protect and hold them back by making a nice environment of respecting science and talented people and investing more for science.We should not only attract talents but protect them,and punish severely corruption in educational field.Westchina must innovate the mode of fostering talents,which inculds absorbing Harvard's educational means,developing the humanism of Silicon Valley,and learning experience from Beijing University and Qinghua University. |
