| 摘 要： | 教育公平是指教育机会起点上的公平。促进教育公平的意义在于消除由于性别、种族、社会地位、区域等差异带来的不利影响,使每一个人都得到最基本的受教育机会。构建教育公平机制需要与社会经济、政治、文化发展相协调;需要教育的均衡发展,特别是要加强义务教育、农村教育、少数民族教育、幼儿教育、女性教育、特殊儿童教育等;需要社会的广泛参与;需要适合的、有效力的、稳定的、可操作的法制保障;需要教育经费向重点难点倾斜,完善招生就业制度,规范收费等方面的政策导向。

| Abstract: | Educational equity means to be equal at the beginning of the education opportunity. Promoting equal education is to eliminate the disadvantageous influence caused by the distinction of gender, race, social position and regions so that everyone can receive the fundamental education. Establishing educational equity mechanism needs the coordination with social economy, politics and culture development, the wide involvement of the society as well as the balanced development of education. Especially, it requires the enhancement of compulsory education, rural education, national minority education, preschool education, women education, special children education etc. Furthermore, it demands suitable, effective, stable, succesive and operative legal guarantee, and the policy guidance that education funds incline to priority and difficulties. The enrolment and employment systems are to be improved and educational charges should be standardized. |
