| 摘 要： | 区域发展不平衡是客观存在的，在欠发达地区开发过程中，经常处于诸多两难境地．如经济目标优先还是生态目标优先，优先发展传统产业还是优先发展新兴产业，经济效益优先还是社会公平优先，等等。认识并解决这些矛盾和冲突，是欠发达地区走上经济、社会和生态环境协调可持续发展的前提。

| Abstract: | Imbalance is objective in the development of different areas. In the development of underdeveloped areas, there are such dilemmas as the priority between economic target and ecological target, traditional industry and developing industry, economic benefits and social equality. To realize and solve these contradictions and conflicts is the premise for underdeveloped areas to reach a coordinate and sustainable development on economy, society and ecological environment. |
