| 摘 要： | 目的/意义]面对日新月异的社会环境和科学技术,如何应对处于公安情报预警范围之外的弱信号风险、提高公安机关预警能力,是公安情报研究的重要内容。将地平线扫描与公安情报预警模式相结合,将弥补现有预警模式的不足,对保障公安工作和国家利益有重要意义。方法/过程]通过分析地平线扫描与公安情报预警的内涵、融合可行性、构成要素,构建了基于地平线扫描的公安情报预警模式,介绍了模式运行流程与应用条件。结果/结论]通过构建基于地平线扫描的公安情报预警模式,能够丰富公安情报预警工作、提高公安情报预警能力,拓展了公安情报工作的研究视角。

| Abstract: | Purpose/Significance]In the face of the ever-changing social environment and science and technology,how to deal with the weak signal risk outside the scope of public security intelligence and early warning and improve the early-warning ability of public security organs are important contents of public security intelligence research.The combination of horizon scanning and public security intelligence early warning mode will make up the deficiency of the existing early warning mode,which is of great significance to the security work and national interests.Methods/Process]By analyzing the connotation,integration feasibility and constituent elements of horizon scanning and public security intelligence warning,a public security intelligence warning mode based on horizon scanning was constructed,and the operation process and application conditions of the mode were introduced.Results/Conclusion]By constructing the public security intelligence early warning mode based on horizon scanning,it can enrich the public security intelligence early warning work,improve the public security intelligence early warning ability,and expand the research perspective of public security intelligence work. |
