| 摘 要： | “政府上网”是国家信息化建设中最具代表性，最有影响力的一项实质性举措。“政府上网”的迅速发展标志着政府的管理已进入网络时代。“政府上网”将促进政府职能转变、机构改革、决策的科学化和民主化，提高政府行政效率，推进民主政治进程，同时也对政府工作人员素质提出更高的要求。

It will accelerate the transition of government's functions, raise the government's efficiency and speed up the process ofdemocracy. Meanwhile, it requires the stud of governments to be more qualified. |
