| 摘 要： | 采伐管理作为林业工作的一项重要组成部分,必须坚持以科学发展观为指导,紧紧围绕林业改革和建设现代林业的要求做进一步的改革完善,从而更好地为生态文明建设、构建和谐林区和林业产业发展服务,推进林业又好又快发展。当前,采伐管理制度中还存在一些问题。林木采伐管理制度的改革要坚持对森林分类经营和分区施策;建立公开、公正、公平的采伐指标审批机制;积极推进森林经营方案的编制与实施。
