| 摘 要： | 国外社会保障管理体制归结起来主要有三种类型：政府直接管理体制、半官方自治管理体制和商业保险管理体制。政府直接管理体制是由政府直接统管各项社会保障事务,以英国为代表;半官方自治管理体制是政府和非营利组织共同管理社会保障事务,以法国为代表;商业保险管理体制是具有独立性的基金会管理社会保障事务,以新加坡为代表。比较研究国外社会保障管理体制,对于完善我国社会保障管理体制有四点启示：一是建立统一的社会保障管理机构,二是加快社会保障法制建设,三是健全社会保障监督机制,四是完善社会保障基金管理。

| Abstract: | The overseas social security management system mainly divides into,the government direct management,the semi official autonomous management and the commercial insurance management.The government direct management system elaborated take England as the example that,the semi official autonomous management system elaborated take France as the example,the commercial insurance management system elaborated take Singapore as the example.In the comparison and in the model overseas advanced experience foundation,summarizes several is advantageous the enlightenment which consummates in our country social security management system: The establishment unified social security management structure,speeds up the social security legislative work,perfect social security surveillance mechanism as well as consummation social insurance fund management. |
