| 摘 要： | 民国时期由教育经费问题引起的罢课罢教运动,是教育经费独立思潮形成的引信。思潮深刻揭示了教育经费不独立的严重危害,探索了实施思路和举措,引发了一场旷日持久、席卷全国的教育经费独立运动。运动促使各级政府建立独立的教育经费监察和审计制度,实行专款专用专存等教育经费管理办法,将教育经费独立理想付诸实践,摸索到一些教育经费独立的经验,缓解了教育经费严重短缺的燃眉之急。但由于教育经费独立法规缺乏强制性,当局口是心非,使得一些省市并没有实行教育经费独立,对破坏和取消教育经费独立行为置若罔闻,故对民国时期教育经费独立运动并不能作过高的评价。

| Abstract: | In the era of the Republic of China,problems of education funds led to students’and teachers’strikes,which,in turn,gave rise to the trend of thoughts on the independence of education funds.This trend revealed profoundly the severe detriment caused by dependent education funds and explored the guiding ideas and measures of its execution.It,in turn,led to a national movement for independent educational funds,which urged governments of all levels to establish an independent system of educational funds monitoring and auditing policies,such as allocations for a specific purpose.In doing so,it maintained the idea of independent education funds,acquired relevant experience,and released the severe and urgent shortage of education funds.Nevertheless,because the policy of independent education funds was not mandatory,local administrations dealt with it rather cursorily and,consequently,a great number of provinces and cities did not adopt it,overlooking and tolerating acts that undermined the independent educational funds.Therefore,the independence movement of education funds was not a total success in the republic of China. |
