| 摘 要： | 根据关键性事件和典型性特征,可以将中华人民共和国成立以来的中小学教师编制政策划分为三个时期,即初建、中断时期(1949-1976年),城乡倒挂、二元结构时期(1977-2009年)和统筹城乡、一体化发展时期(2010年至今).教育发展定位、教育实践发展需求和国民经济发展水平是分析中小学教师编制政策演进历史逻辑的要素.差异与均等,公平与效率,结构、规模与质量是中小学教师编制政策历史演进中的价值取向.
