| 摘 要： | 现代民主只能是代议制民主,选举在代议制当中起着关键的作用,是实现现代民主政治的必经途径;选举无论对于促进竞争还是扩大参与都是一个有效的措施,它是维持现代民主政治的必备手段;选举是使政权权威的产生和公共政策的制定具备合法性的前提,它是保持现代民主政治稳定的必要保证.从制度的角度而言,没有选举制度就没有现代民主政治.

| Abstract: | Representative system is the only possible way of modern democracy,and election plays the most important part in this system.It is a necessary way to achieve modern democracy.Election is an effective measure both in encouraging competition and enlarging political participation.It is a necessary measure of supporting modern democratic politics.Election is also a necessary premise of the legitimacy of the government and public policies.It is a guarantee of modern politics' steady.In view of system,there will not be modern democracy without election system. |
