| 摘 要： | 步入21世纪,城市灾害给人们带来了巨大的物质与精神损失,进行灾害管理已成为常态,引起了人们的高度关注.结合国内现状和国际经验,从公共财政的视角探讨城市灾害的常态管理与应急机制,我们认为具体应包括以下内容:公共财政日常运行机制、灾前预警防范机制、灾时响应机制、灾后恢复重建机制、监督检查机制等.
