| 摘 要： | 改革和完善党内选举是发展党内民主的一项根本制度,也是衡量党内民主发展程度的重要标志。目前,党内选举工作中存在的主要问题有:部分选举人对选举的积极性不高,参与选举的随意性较大;选举人的真实意愿未能得到充分的表达和体现;操作规程设定不当,采取变通方式干扰正常的选举工作;党内选举的竞争性不够强;委派制或变相的委派制冲淡或代替民主选举制的倾向。要矫正上述问题,应加强对党内选举制度的改革,坚持不懈加强党内民主教育,着力提高党员的民主意识和行使民主权利的能力;建立健全党内选举工作的法规和制度;建立健全党内选举的有效监督机制;不断加强关于选举问题的理论研究。
