中小学教师流动样态及其合理性标准建构

摘    要:目前,我国中小学教师流动主要是在教育系统内部进行,呈单向性和无序性,从农村流向县城学校、从非重点学校流向重点学校、从小城市流向大城市或省会城市、从经济欠发达地区流向经济发达地区,造成了地区、城乡学校之间的优质师资分布不均、农村学校师资短缺及教师队伍整体素质下降,导致了中小学教师年龄结构失衡和教师队伍的不稳定。依据社会流动理论与人力资源理论,应建构中小学教师流动的合理性标准,以规范、引导县域内教师合理、正向流动,促进基础教育均衡发展,实现教育公平。
