| 摘 要： | 公众参与是当前我国政治社会生活中的热门话题,无论公众还是国家机关都对其寄予了厚望.然而在实践中却存在着夸大其积极意义和作用、忽视其缺陷的倾向.从西方的理论和经验以及我国公众参与立法的实践经验可以发现,公众参与作为直接民主的一种表现形式具有先天的缺陷和不足.因此,应当完善人民代表大会制度,将公众参与充分制度化,以真正发挥公众参与的积极作用.

| Abstract: | Public participation is popular in our political life;however,the current tendency is to exaggerate its positive function while ignoring its defect.Analyzing from the western theory and experiences,and our own practice,it is obvious that public participation,a form of direct democracy,is born with flaws.Therefore,to perfect People's Congress System and fully institutionalize public participation is the right way to put it into full play. |
