| 摘 要： | 时代发展的要求和我国人口的严峻形势决定了人口问题是我国实现可持续发展的最大战略难题。而在一个国家和地区的可持续发展中，人口因素居各种战略因素的核心，是可持续发展目标能否顺利实现的战略关键。因此，坚持计划生育、控制人口增长、提高人口素质是中国实现可持续发展的一项战略工程。

| Abstract: | The development and progress of the times and the serious population problem of China determine that population problem is the strategic one to achieve sustained development of our country.And population factor is the nucleus among all the strategic proplems in the sustained development of a country and a region.It's the key which determines whether the development and progress can be achieved.Therefore,family planning,population control,and people's quality-increasing combine to be a strategic project to achieve sustained development of China. |
