| 摘 要： | 保定作为历史文化名城,在长期的历史发展中,因为有丰富水源的滋养而蓬勃发展。在"大水系"建设过程中,应既注重科技创新的应用,又注意顺应保定水系原来的水文特征,既发挥主观能动性又尊重客观的水流规律,处理好用水与节水之间的关系。
