| 摘 要： | 全球治理具有丰富的内涵，对它的理解可以从三个角度切入：结构论、活动论和制度论。近年来，从制度分析赋予了全球治理新的内涵，成为解释全球治理的重要途径。制度论者以近年来兴起的新制度经济学的交易成本理论为基础，认为全球治理本质上在于提供一种制度安排，以降低合作和监督的成本。根据不同的切入角度，梳理全球治理的内涵，分析从制度角度解释全球治理的理论基础，认为建立国际制度，通过制度规范引导全球治理体系中的多元行动者，在制度层面推进全球治理是全球治理的核心内容。

| Abstract: | Global governance has rich content, it can be understood from the perspective of three cuts: structure theory, activity theory and systems theory. In recent years, the system of global governance analysis gives new meaning to become an important way to interpret global governance. System commentators transaction cost theory in recent years, the rise of new institutional economics, based on that the global nature of governance is to provide an institutional arrangement to reduce the cost of cooperation and supervision. Depending on the angle of cut paper, combing the meaning of global governance, and analyzes to explain the system of global governance from the perspective of theoretical basis, that the establishment of an international system of global governance system to guide diverse actors through institutional norms, promoting global governance at the institutional level is the core of global governance. |
