| 摘 要： | 本深刻地阐述了总体小康与全面小康的内涵，明确指出总体小康是一种低水平的小康社会，全面小康是小康社会发展的高级阶段，两的过渡具有历史必然性。立足全局、锁定目标，全面建设小康社会，是我国在新世纪头二十年必须完成的一项十分重要的任务。
