| 摘 要： | 综合数据和一些产业代表企业的情况表明，我国企业技术创新能力已有较大提升，但与世界先进企业差距仍然很大。企业市场导向的创新机制已初步形成，但对企业及其经营者、企业内外环境及企业发展路径和战略的分析表明，还存在许多制约我国企业技术创新的因素，需要进一步改善环境，激励企业创新。主要的政策建议是，要形成有利于企业创新的基本制度环境，产业技术政策要与产业政策相结合，应当根据产业发展的战略目标及内外条件分类设计政策，指导产业发展。

| Abstract: | Statistics and the situation of typical enterprises in some industries show that technology innovation capability of Chinese enterprises has been greatly improved but there are still huge capability gaps from advanced enterprises in the world. The analyses in the development courses, internal and external environments as well as the strategies of Chinese enterprises indicates that market-oriented innovation mechanism in the enterprises has been come into being, but there are still many factors restricting those enterprises in their technology innovation. The government needs to further improve the environments to encourage innovation of enterprises. Main policy suggestions of the writer include basic system environment supporting enterprise innovation, combinations of industrial policies and policies for industry technology, systematical policy - making according to the Strategic objectives as well as internal and external conditions of industry development. |
