| 摘 要： | 教育管理的规范与创新是当前教育管理体制改革所要面临的两个方面，二的有机结合是提高教育管理水平的基础。因此，在教育管理体制改革的过程中，我们必须正确理解教育管理的规范与创新的主要内容及其相互关系，并尽可能使二有机融合，从而提高教育管理水平。
