| 摘 要： | 当前针对如何解决贫弱群体生活现状问题的研究主要可以从“结构”和“人文”两个方面出发.具有结构倾向的学者崇尚制度与规划,追求结构的完善,将解决这一问题的方法寄希望于政府、制度改良.在这种方案中贫弱群体被彻底的“妖魔化”.相应地,以人文立场出发的研究,其“病态文化”的定位和“行动无能力”的论调又将贫弱群体“蠢钝化”,从而使得精英博得上位,成为学者眼中代替国家进行改良的主体.反思这些研究人认为,无论哪种视角都忽略了贫弱群体的主体地位与能动性潜力,使贫弱群体成为完全顺从他人的受动者.笔者回答上述问题,针对如何改善贫弱群体生活的问题,我国应当从贫弱群体自身出发,将贫弱群体回归问题的核心主体地位,鼓励自下而上地进行福利制度建设.

| Abstract: | For how to solve the current situation of vulnerable groups life problems research mainly starting from "structure" and "humanity" two aspects.The structural-orientation scholars tend to advocate the system and planning,They pursue the perfection of the structure,and hope this problem be solved by improvement of government or system.In this scheme,the vulnerable groups was completely "demonize".Accordingly,the research of humanist-orientation,the "morbid culture" positioning and "action without ability" argument make the vulnerable groups like "stupid",allowing the elite to win the upper and become the main body in the eyes of scholars instead of the nations.Reflect on these research paper argues that either perspective ignores the subjectivity and potential of vulnerable groups,which make them become completely obey others by the move,and the solution to the problems of vulnerable groups more from the system planning and elite culture.In these strategies,the right of vulnerable groups loss further,not only lost the right of speak,more lost the right of as an main body.So from the real problem of this paper argues that,in real life,they are not only a group of passive obedience people,they can find the solution to their life problems by themselves method.On the contrary,some policies established without their idea are often difficult to meet their needs.Thus this paper answer the above questions,to think how to improve the lives of vulnerable groups in our country should be from vulnerable groups idea starting,letting the vulnerable groups return to the heart of the problem,and encouraging bottom-up construction of the welfare system. |
