新中国成立前后刘少奇对劳资关系的思考

摘    要:劳资关系是新民主主义经济关系的重要内容之一。新中国成立前后,劳资关系紧张,刘少奇在深入调查研究的基础上,坚持"劳资两利"的主张,即要辩证地认识和对待私人资本主义的剥削;在发展生产的前提下争取工人的合法权益;通过签订劳动合同、建立劳资协商机制和加强对劳资双方的教育来解决劳资争议等。他的主张对于正确处理劳资关系,提高劳资双方的积极性,确定政府在劳资关系调节中的主导地位有重要意义。

Abstract:The relation between employers and employees is an important part of the democratic economic relations.Before and after the founding of New China,tense relation between employers and employees,on the basis of Liu Shao-qi investigates and studies,adhere to the " benefit between employers and employees ",dialectical understanding and treatment of private capitalist exploitation;premise of development of production,fight for workers’ legitimate interest;signed a labor contract,the establishment of labor-management negotiation mechanism and strengthen the education of both employers and employees to resolve labor disputes.He advocated for the correct handling of labor relations,the enthusiasm of relation between employers and employees,to determine the dominance of the government in the regulation of labor relations is important.
