| 摘 要： | 1997年新工党上台执政以后,对学前教育投入了空前的改革力度。新工党先后出台了"全国儿童保育战略"、"儿童保育十年战略"两大专项战略行动计划,当中详细部署了学前教育改革的实施方案。其执政13年间积累的主要改革经验有:(1)从国家层面谋划学前教育的全局性、长远性地发展;(2)注重公平与效率并重的学前教育改革整体设计;(3)将学前教育改革视作"社会投资国家"战略的重要一环。
