| 摘 要： | 公民意识是法治的灵魂,它以一种集体性的、自觉的理性,监督并制约着法治国家能够更好地促进和保障公民的权利和自由。法治国家的建立,不仅要以完善的法律体系作为前提条件,而且要有普遍的公民意识作为人文心理基础。公民意识是中国法治之软肋,中国法治的突破口在于法律程序。

| Abstract: | The Citizen Consciousness is the soul of the rule of law,which can better promote and safeguard the citizen＇s right and the freedom with one kind communality,aware rationality,monitoring and restricting the modern constitutional government . The establishment of the rule of law,not only to improve the legal system as a precondition,but also the Citizen Consciousness as the basis of human psychology. Citizenship is an obstacle to the development of the rule of law,the rule of law depends on the legal process in China. |
