| 摘 要： | 我国农村社会养老保险立法工作总体滞后,立法层次低,尚无全国人大统一立法,现有制度规范已基本过时或可操作性不强.为保证农村社会养老保险工作顺利开展,切实保障农民权利,应合理设计农村养老保险立法层次,构建"中央立法指导——地方立法完善"的法律体系.
