| 摘 要： | 城市环境治理具有综合性、区域性、群众性与动态性等特征,其本质是影响人的行为,转变城市经济发展模式。城市环境治理模式是管理城市的方式方法与规制。主要包括政府直控型环境治理模式、市场化治理模式与自愿性环境治理模式等几大类。城市环境治理体系是城市环境治理所有活动的有机构成,主要由治理目标、治理主体、治理客体、治理方法手段、治理组织机构和相应的信息系统等要素组成。 |

| Abstract: | Urban environment harness presents comprehensive, regional, and the masses and dynamic characteristics. Its essence is to affect people＇s behaviors and to change the mode of urban economic development. The patterns of urban environment harness are ways and regulations of urban management, which mainly include government directly administering environment harness pattern, market environment harness pattern and voluntariness environment harness pattern. Urban environment harness system is organic structure of all activities of urban environment harness, which is constituted of harness goal, harness main part, harness guest body, harness means, harness origanization and corresponding information system. |
