| 摘 要： | 实现城乡劳动力平等就业，存在城市就业优先思想、劳动就业制度歧视、土地制度不完善、农民文化素质较低等障碍因素。党和政府要将统筹城乡发展作为经济社会发展目标，实施积极的就业政策；深化劳动和社会保障制度改革，建立城乡劳动力平等就业制度；加强对农村劳动力就业服务，加大农村人力资本投资。

| Abstract: | Obstacles to the equality of employment lie in preference to the urban, distrimination upon the rural, imperfectness with land system and cultural undergrowth of the peasants. The party and the state must aim at the harmonious development between the urban and the rural, implement the active employment policy, deepen labour and social security system, set up the equal employment policy, attend more efforts and funds to the rural. |
