| 摘 要： | 城市轨道交通作为一项投资巨大的公共基础设施，除自身具有一定的经济效益外，还具有极大的社会效益和环境效益。大城市发展进程中轨道交通网络运营收益平衡不仅是发达国家百年来轨道交通发展史上尚未根本解决的问题，更是我国城市化快速推进中大城市轨道交通投融资建设面临的现实难题。本文以国务院批准的重庆特大型城市及其轨道交通网络化建设为案例，构建城市轨道交通网络建设的分析框架；研究大城市轨道交通建设时序和网络化运营问题；并以此为基础，运用因素突变原理，估算重庆六线一环的网络化效益，动态模拟和测算网络化运营与收益平衡；对重庆市轨道交通网络线路的建设分组、建设时序、分段运营提出了相应的政策建议。

| Abstract: | Urban rail transit, as an enormous investment of public infrastructure, not only has a certain economiation factors, estimating Chongqing ＂six lines and one circle＂ network efficiency, dynamic sic benefits, but also brings great social and environmental benefits. In the development process of big cities, the balance of urban rail transit network running income has not been resolved in the past hundreds of years of the rail transit development in developed countries, in addition, it is a practical problems in the face of big city rail transit investment and financing construction in our country＇s rapid urbanization process. In this paper, based on the study of Chongqing which is a cosmopolitan city with the approval of the State Council and its networked rail transit construction, constructing the analysis framework of urban rail transit network; studying the time sequence of urban rail transit construction and network operation; then based on these, using principle of mutmulation and calculation of network operations and income balance; making corresponding policy recommendations for the division of construction, the time sequence of construction, and operation by sections. |
