| 摘 要： | 粮食安全是一个国家安全战略的重要组成部分,现代意义上的粮食安全不仅包括数量安全,更加强调质量安全和生态安全.尽管我国现阶段粮食安全程度较高,但人口规模持续增加、耕地数量不断减少、水资源严重匮乏、生态环境脆弱等因素使我国未来几十年内粮食安全形势不容乐观.要保障粮食安全,就要实行严格的耕地保护制度,依靠高新技术提高农业综合生产能力,做到"藏粮于田",采取相应措施增加粮农收入,加强农业生态环境保护,加大对粮食主产区的财政支农力度.

| Abstract: | As the security of crops is a significant part for national security, crops security includes quantity, quality and ecological securities. Despite the current higher level of security of the crops production, population increases, land decreases, water resources are in lack, environment is vulnerable, and crops security is not pleasing in general. This paper, therefore, claims that measures are to be taken to ensure a strict land protective system, improve production technology, help farmers with their incomes, enhance environmental protection, and provide with sufficient financial support. |
