| 摘 要： | 二战以来,特别是20世纪70年代以后,世界各国政府在面对全球化趋势、摆脱管理危机、信任危机和财政危机同时,掀起了一场遍及全球的政府绩效管理的理论研究和实践运动。随着行政管理体制改革的深入以及为了提高政府的执行力和公信力,政府绩效管理问题同样成了中国各级政府和学者们普遍关注的焦点,行政评价制度就是其中的一个核心问题,各级政府与有关部门以及理论界都正在进行不同程度的尝试和探索。

| Abstract: | Since the Second World War,especially after 1970s,the governments all over the world have started to study the performance management of government and research the ways to improve it while they have been trying to get rid of crisis of governmental management and financial crisis and people's non-trust on government in the face of problems with globalization.With the deepening of reform of Chinese administrative management system,the Chinese government has been committing itself to improve its performance in execution and its image in the eyes of Chinese people.The governmental performance management in China has also attracted more and more attention of governments and scholars in China.Administrative evaluation system of government performance management is one of the kernel topics,which the governments and departments at all levels and theorists have been studying. |
