中年人才:学历的缺失与浪费

摘    要:一方面,我国大学以上文化的中年人才大多数缺失与文凭相应的学历。这对自然科学和工程技术人员影响较大,但对社会科学、文学艺术、公共事务和企业经营管理人员影响不是很大。这种学历的缺失和不正规是我国科技大师缺乏的重要原因;另一方面,我国大多数单位由于对人才的学历缺失状况的无知,在招录或考核人才时以学历为导向而造成人才及其学历的高消费和大浪费。应采用业绩考核来评价人才,这是最主要和最重要的可操作的科学方法。

Abstract:for one thing, most of the middle-aged talents who have reached the level of university or above don't have the relevant educational background corresponding to their diplomas. This has a relatively big impact on staffs that work on natural science and engineering technology, but not so significant to people on social sciences, literature and arts, public affairs as well as corporate managers. And this deficiency and informality of educational background is the key reason for the lacking of masters of science and technology. On the other hand, because of the ignorance of the lacking of talents' educational background, a majority of enterprises in our country take diploma-orientation into consideration and end up in the high consumption and waste of talents as well as their educational background when they are hiring or assessing staffs. It is the most principal and important workable scientific way to evaluate the talents according to his achievements.
