| 摘 要： | 宪政与近现代民主政治紧密相联，它以民主政治为前提、为基础、为内容，是民主政治发展到特定阶段的一种历史形态，宪政与民主政治有着共同的特性。社会契约论是民主思想和宪政思想的共同理论支撑，保障人权是宪政制度和民主制度的共同价值目标，宪政运动使民主政治的内涵得到提升，宪政与民主已成为互相依存、不可分离的统一体。

| Abstract: | Constitutional government is closely related to modern democratic politics.It is a historical state of democratic politics in a certain state and shares commonality with democratic politics.Ideas on social contracts are the theoretical basis for democratic and constitutional ideas.While sharing the common goal of safeguarding human’ rights,constitutional movement uplifts the connotation of democratic politics and becomes mutually interdependent with democratic politics. |
