| 摘 要： | 居民是群众体育政策执行中的目标群体。目标群体(居民)作为群众体育政策执行的对象,他们的体育利益表达是否畅通对群众体育政策的有效执行有着重要的影响。研究表明:居民的体育利益表达意识不强、居民自身的自利性、居民对群众体育政策的理解和可接受程度、政府对居民体育利益表达的消极对待等是制约居民体育利益表达的主要因素。完善途径主要包括增强目标群体(居民)体育权利意识以及提高居民体育利益的表达能力、引导目标群体(居民)进行合理的体育利益表达、提高政府对目标群体(居民)体育利益表达的回应度、构建畅通,有序的体育利益表达渠道、大力发展群众体育组织和关注弱势群体的体育利益表达。
