| 摘 要： | 现代国民教育体系中的高等教育应当具有完善的功能体系，它包括：对经济与社会发展的适应性、拉动性和贡献率，对各类高中阶段教育的广泛覆盖性和带动性；对适龄青年学习深造的兼容性；对广大社会成员接受高等教育需求的接纳性等。在结构方面，应当克服“高等教育自身的制度短缺和僵化现象”，厉行制度创新，形成大文科类、大理工类布局均衡，高等职业教育和普通高等教育两翼互动，知识型、知识一技能型、技能一知识型、技能型四类人才培养的共同繁荣，健康发展的局面。

| Abstract: | Higher education in modern national education system should have perfect system of function, which includes the adaptability and rate of contribution to economy and social development, the coverage to all sorts of education which are in senior middle schools, the compatibility to young people's learning and the acceptance to social members' demands on accepting higher education, etc. We should overcome the shortage of higher education system, implement the innovation in system and then form the prospect of healthy development. |
