| 摘 要： | 本文将缪尔达尔“地理上的二元经济结构”理论作为分析基础,说明我国的经济客观上就是一种“二元地理结构”,这种结构用古典经济学所提倡的“市场竞争”手段很难自动消除。针对我国实际情况,文章提出了“政府主导下的市场导向型”西部大开发的战略模式构想,重点阐述了新模式的整体构思框架,并分析给出了“政府主导下的双层开放发展战略”的具体形式和切实可行的政策建议。

| Abstract: | Based on Myrdal' theory on "geographically dual economic structure", the paper points out Chinese economy is in fact a "geographically dual structure" which is difficult to be eliminated automatically by the means of "market competition" advocated by classical economics. So the paper assumes a strategic pattern of "the market-oriented model by government guiding" of the great exploitation in western China and emphasizes the whole frame of the new pattern. Concrete forms of "the double open out and development by government guiding"and feasible policy suggestions are also provided. |
