| 摘 要： | 本世纪头二十年是贵州加快经济社会发展，努力缩小与全国先进地区发展水平差距，全面建设小康社会的重要时期。当前，如何实现党的十六大报告提出的在本世纪头二十年全面建设小康社会的奋斗目标，抢抓实施西部大开发战略的历史机遇，加快经济社会发展，全面建设小康社会，应进行比较深入地分析、研究和思考。

| Abstract: | The first 20 years of this century are an impartant period to develop the economic society of Guizhou,to reduce the developing leval distinction between Guizhou and developed region of our country and to build a well-off society in an all-round way. The paper deeply analyses and studies how to achieve the goal of building a well-off society in an all-round way in the first 20 years of this century set by the Sixteenth National Congress of the Communist Party of China,how to race against the historical chance to implement the strategy of the development of the western region,how to speen up the development of economic society and how to build a well-off society in an all-round way. |
