| 摘 要： | 1948年成立的华北人民政府是在特定的历史时期和特定的环境中建立起来的新型人民政府。它为新中国全国政权的建立和组织作了积极探索,奠定了新中国政权体制的基础,为新中国中央人民政府塑造了雏形,在中国共产党的政权建设史上留下了光辉的一页。

| Abstract: | The people's government of North China founded in 1948 was a new government built in a special period and special circumstances. It had done an active quest for the construction of a new China, settled the base of new China's regime construction and moulded the embryonic form of the central government of PRC. It plays an important part in the history of the regime construction of the CCP. |
