| 摘 要： | 近年来，发达国家组织专家咨询，广泛征求各方面意见，制定法规政策，有效利用信息，消除弊端，兴起了因特网管理研究并产生了较为广泛的影响。因特网管理的主要表现为方式、原则、措施、模式的改革和创新，以及国家对因特网管理责任与权利的边界确定。因特网的管理、一方面要依法进行，另一方面要注意规则的合理性。这样有利于发挥因特网的作用，进一步保护和促进其发展。

| Abstract: | This article expounds the progress of the research on the theories of internet regulation in the developed countries in the world.From the point of view of providing information service through internet to the users,an overall review is presented for the developed countries (Australia and Singapore)in the respects of their development strategy and information policy. Its successful experience can be used on how to improve the internet regulation in the developing countries. New ideas and discussions both theoretical and practical problems are put forward,too. |
